If you are or know an unhoused veteran, see the resources below. If you are about to be released from jail and don’t have a place to stay, you or someone with power of attorney can get a case started for short term options by calling 211. Note: many government resources often fall short in this area. Some of these resources may depend on your discharge status. Try them all, and contact a local community organization or mutual aid network if you aren’t being taken care of.

 
 
  • For daytime- go to the welcome center at the West LA VA (11301 Wilshire Boulevard). Shuttles are also available to take you there during normal business hours. Check their website. Primary care and mental health services are also available during the day specifically for unhoused vets in building 402. Ask for the HPACT program.

The agency provides housing services for homeless veterans, or veterans who are at imminent risk of losing their housing, and their household members in Los Angeles County. Services include housing search assistance, personal financial counseling, job search/placement assistance, rental deposit assistance, rent payment assistance, and undesignated temporary financial assistance. The agency primarily assists the SPA 3 San Gabriel Valley area; however, there are no geographic restrictions.

Services promote housing stability among very low-income veterans and veteran families through the Supportive Services For Veteran Families program (SSVF Program). The veteran family needs to be sustainable once the program support is terminated.

Housing search assistance services include assistance in locating affordable, permanent housing, housing advocacy, and housing counseling.

Job search/placement services include referrals to vocational training and employment opportunities.

Personal financial counseling services include money management counseling.

Rental deposit assistance services are also available to homeless veterans and can include some move in costs, as well as first and last month rent.

Rent payment assistance services are available to veterans who are at imminent risk of eviction. This is a short term service and can include up to two months rent. These funds are only available for individuals who are successfully participating in the housing retention program.

Temporary financial assistance services provide emergency funds and can be used for back owed utilities or deposits, or emergency supplies. The agency will give the financial assistance directly to a third party, not the veteran. These funds are only available for individuals who are successfully participating in the housing retention program.



APPLICATION PROCEDURE:

Call to apply for services. To be eligible, veterans must not have been dishonorably discharged, and must be homeless or at imminent risk of losing their housing. Income eligibility guidelines may apply. Program participants must pass a screening before services will be provided. Individuals must participate in case management services to qualify.

The agency provides case management services for homeless veterans, female veterans, veterans with families, ex-offender veterans, or veterans who are at imminent risk of losing their housing in Los Angeles County. Services include comprehensive alcohol outpatient treatment, comprehensive drug outpatient treatment, housing search assistance and transitional housing/shelter. There are no geographic restrictions.

Ex-offender veterans must be pre-release, have had contact with law enforcement, be on parole or probation, or have been released in the past 18 months. Sex offenders are not eligible for services.

Female veterans must be homeless or in imminent danger of homelessness.

Male veterans must be homeless or in imminent danger of homelessness, or have physical custody of dependent children under the age of 18.

Housing search assistance services include assistance in locating affordable, permanent housing, housing advocacy, and housing counseling.

Transitional housing/shelter services are put in place to prevent homelessness while the individual or family is receiving other services. Transitional housing programs include The Billets, The Barracks, VS-21 (The Barrington), VS-90, The Hollywood Veterans Center (males only, post 9-11), and Transition in Place.

The Billets is for veterans who are coping with chronic substance abuse and/or mental health issues and provides case management and supportive services. Sobriety is not required, although substance abuse on the premises is not allowed.

The Barracks is for veterans who are attempting to recover from substance abuse issues and/or mental health issues and provides substance abuse counseling, mental health services and general case management services.

The VS-21 program is for veterans who are maintaining sobriety. Services include individual housing, onsite meals, employment services and sobriety counseling and meetings.

The VS-90 program is for veterans who are on parole or probation. Services include case management, individual and group therapy, job referrals, financial counseling, benefits assistance and other services as needed to promote independence and reduce the chance of recidivism.

The Hollywood Veterans Center is for male veterans and provides transitional and sober housing and residential and non-residential services including job placement assistance, abuse counseling, and readjustment services to mainly post 9/11 veterans.

Transition in Place is for single veterans and veterans who have dependents living with them and provides a furnished apartment and case management services. It is a sober living environment designed to assist veterans in maintaining sobriety and stability. At the end of the lease/service period, the veteran takes over the rent or lease payment.

The center provides services for veterans. Services include transitional shelter/housing for veterans. There are no geographic restrictions.

The 1-year residential program is designed to help military veterans transition back into civilian life. The program helps veterans develop positive social skills, find employment resources, continue in education, learn to utilize veterans benefits.

The agency provides services for veterans of all ages, including women, in Los Angeles County. Services include a job search resource center, job search/placement, inpatient alcoholism treatment services, inpatient drug treatment services, prejob guidance, job search/placement, rental deposit assistance and transitional shelter services, rent payment assistance, substance abuse day treatment, veterans support groups, and veterans reintegration counseling. Geographic restrictions apply for some services.

Special services are provided for Iraq and Afghanistan veterans, including post traumatic stress disorder counseling. Additionally, staff work with veterans with high obstacles to reintegration. The program also targets homelessness prevention. Families can be receiving services from VASH but do not have to be referred by their VASH caseworker.

Rental assistance is provided for veterans who are at poverty level, or 30% AMI (Area Median Income) and who qualify for services through the Supportive Services for Veteran Families grant. Service may include payment for arrears on previous rent due, utility bill assistance, and downpayment assistance. The job resource center provides re-entry programs to help veterans obtain and maintain employment. The program addresses barriers including lack of job skills, life skills issues, and health and mental health issues.

Women's services include assistance with Military Sexual Trauma and health issues.
